The study paper and recommendations were produced by a committee chaired by Yang Berbahagia Tun Ahmad Sarji bin Abdul Hamid, the Chief Secretary of the State at that time. The results of this committee's study have certified several recommendations including the establishment of a Department at the federal level, namely the Malaysian Syariah Justice Department as a coordinator for the efforts to coordinate and standardize the management and administration of the Syariah Courts in all states. The inauguration of the establishment of this Department was completed by the Honorable Dato' Paduka Dr Abdul Hamid bin Othman, Minister in the Prime Minister's Department on 15 December 1998. At the beginning of its establishment, the Malaysian Syariah Justice Department only had 15 positions headed by the Director General/Chief Syarie Judge and several officers consisting of the Chief Registrar, Registrar, Administrative and Diplomatic Officer and several other support officers. Now the total number of staff is 377 including the Top Management Group, Management and Professional, Support I and Support II. The first location of the Malaysian Syariah Justice Department is located on Level 3 of the Federal Territories Syariah Court Building. JKSM then moved to Level 3, Islamic Affairs Division Public Library (BAHEIS), Prime Minister's Department (JPM). After that, in June 1999 JKSM moved to Level 6 of Rumah Persekutuan Kuala Lumpur. Then in June 2001 moved to Level 2-3 Block D7 Complex D, Putrajaya Federal Government Administration Center. Then from 2 February 2017 until now JKSM is fully operational in Block C, Islamic Complex Putrajaya, No. 20, Jalan Tunku Abdul Rahman, Precinct 3, 62100 Putrajaya.
